The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) recently jointly issued the "Opinions on Deepening and Improving the Service Level of "Access to Electricity" and Comprehensively Building a Modern Business Environment for Electricity Use (hereinafter referred to as the "Opinions").
The "Opinions" put forward to support the application of green power. Facilitate green power access. The provincial-level energy (power) authorities shall take the lead in organizing and carrying out the information disclosure work of the assessment of the carrying capacity of distributed photovoltaic access to the power grid, organize power supply enterprises to formulate targeted improvement measures, and promote the coordinated development of the distribution network and distributed new energy.
Promote green electricity consumption. Power supply enterprises shall establish and improve the publicity and promotion of long-term service mechanisms, encourage and guide key energyusing units to use green electricity, and stimulate the consumption potential of green electricity in the whole society。。。。。。。。
Serve green travel. The local energy (electric power) department organizes power supply enterprises to optimize and improve the service mechanism for electric vehicle charging (swapping) facilities, further simplifies the application materials for residential users, and continuously improves the efficiency of electricity connection services. In accordance with the requirements of the "three zero" policy, power supply enterprises will do a good job in the power connection service of electric bicycle charging facilities, fully implement the task of rectifying the whole chain of electric bicycle safety hazards, and effectively protect the green travel needs of the masses.

Promoting the construction of a business environment for electricity consumption is an important part of creating a market-oriented, law-based, and international firstclass business environment. Since the implementation of the "Opinions of the National Development and Reform Commission and the National Energy Administration on Comprehensively Improving the Service Level of "Access to Electricity" and Continuously Optimizing the Business Environment for Electricity (Fagai Energy Gui [2020] No. 1479), the country has achieved full coverage of the "three zeros" (zero door-todoor, zero approval, zero investment) and "three provinces" (laborsaving, timesaving, and moneysaving) services for telegraph installation, and the business environment for electricity consumption in China has been fundamentally improved, and the people's sense of access to electricity has been significantly enhanced. In order to fully implement the decisions and arrangements of the CPC Central Committee and the State Council on optimizing the business environment, in accordance with the requirements of laws and regulations such as the Energy Law of the People's Republic of China and the Regulations on Optimizing the Business Environment, adhere to the peoplecentered development philosophy, continue to improve the service level of "access to electricity", meet the people's demand for highquality electricity for a better life, and serve the highquality economic and social development, the following opinions are put forward.
一、General requirements
GuidedbytheThoughtofSocialismwithChineseCharacteristicsintheNewEraFully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee of the Communist Party of China, thoroughly implement the new energy security strategy of "four revolutions and one cooperation", adhere to the principles of people first, systematic advancement, demonstration and guidance, and classified policies, continue to deepen the reform and innovation of working mechanisms, service models, and regulatory systems, further consolidate the service effectiveness of "three zeros" and "three provinces", strengthen the guarantee of people's livelihood electricity, promote green and lowcarbon development, and comprehensively build a modern electricity business environment with Chinese characteristics. Provide strong support for high-quality economic and social development.Bybuildinganumberoffirst-classcitieswithstronginternationalcompetitiveadvantages,buildinganumberofadvancedareaswithaleadingandexemplaryroleintheelectricitybusinessenvironment,anddevelopinganumberoftownsandvillageswithregionalinfluencein the electricitybusinessenvironment,wewilldrivetheoverallimprovementof the servicelevel of "accesstoelectricity"inurbanandruralareas across thecountry.By2029,Chinawillbasicallybuildamodernelectricitybusinessenvironment that isconvenientforrunningelectricity,highqualitypowersupply,greenforelectricityconsumption,inclusiveforservices,andcoordinatedforsupervision,andChina'sinternationalcompetitiveadvantage of "obtainingelectricity"willbefurtherconsolidated,andthepeople'ssatisfactionwithelectricityandelectricitywillcontinuetoincrease.
二、Continuetoreformandinnovatetopromotetheconvenienceofrunningelectricity
(一)Consolidateandimprovethe"threezero"service. Expand the "three zero"service objects.We will fully support the development and growth of the private economy,expand the "zero investment"of lowvoltage electricity to all kinds of private economic organizations of 160 kilowatts and below,and encourage qualified areas to further increase the upper limit of lowvoltage access capacity.Improve the quality and efficiency of "three zero"services.The time for lowvoltage users to run electricity in the whole process shall not exceed 5working days for those without power external line projects,and no more than 15 working days for power external line projects;If the upgrading and transformation of the public power grid of 10 thousand volts and above is involved,the power supply enterprise shall simultaneously build asupporting power grid to ensure the electricity demand of users in atimely manner,and if the power grid upgrading and transformation period cannot meet the time limit for power connection,the time limit for the completion of the project shall be clarified,and it shall be submitted to the dispatched agency of the National Energy Administration and the local energy (power)department for the record.Innovate the "three zero"service model.Forthetemporaryandmobileelectricitydemandinscenariossuchasspringirrigationandautumnharvest,roastedteaandfluecuredtobacco,andnightmarkets,powersupplyenterprisesshouldcooperatewithlocalgovernmentstodoagoodjobintheplanningandconstructionofconvenientpowerconnectionpoints, and providethemasseswithfreeinstallationandfastelectricityservicesthroughmodessuchas"scanningcodesforelectricity",supportthedevelopmentofruralrevitalization,andhelpstimulateconsumptionvitality.

Continuetodeepentheservicesofthe"threeprovinces". Promote proactive electricity services.Power supply enterprises dynamically obtain the electricity demand of the project through the government affairs platform and other channels,connect with users in advance,take the initiative to provide policy consultation and power guidance,and appropriately build supporting power grid projects in advance,so as to ensure the power connection needs of users in atimely manner.Implement fast electricity service.For those listed as major national and provincial projects,they should open up agreen channel for running electricity,further streamline the application materials for running electricity in combination with the actual situation,optimize the service process for running electricity,and make every effort to meet the electricity demand of the project.Implement precise electricity services.The provinciallevel energy (electric power)authorities shall guide power supply enterprises to clarify the standards for the installation capacity of telegraphs and disclose them to the public,and the service users shall reasonably determine the application capacity in combination with the actual electricity demand。。。。。。。。Encourage power supply enterprises to agree on the time of electricity connection in advance by signing contracts and agreements with users, so as to provide users with predictable power connection services.

Comprehensively promote "doing one thing efficiently". Deepen joint services such as water and electricity.Local energy (electricity)authorities will coordinate with relevant departments to accelerate the sharing of data on water and electricity,and fully support online joint applications,onetime submission of materials,and offline joint services.Optimize electricityrelated administrative approval services.In accordance with the relevant national requirements,all localities have actively promoted the optimization of the approval process for power external line access projects.Gradually implement measures such as notification and pledges,filing systems,and encourage qualified areas to implement non-prohibition and exemption from approval.Promote joint services for highfrequency power supply services.Powersupplyenterprisesshouldsimplifythehandlingofmergerbusiness,implement"onetimehandling"forcloselyrelatedbusinessessuchas"cancellation and refund",continuetopromote the linkageofrealestateregistrationandpowertransfer,andencouragetheimplementationofcrossnetworkandcrossprovincialpowerservicessuchas "oneplaceacceptanceandmulti-placecoordination".
(四)Implement the whole process of digital intelligence services. Improve the convenience of running electricity. Local energy (electricity) authorities actively promote the integration of power supply services into the construction of digital government, strengthen the collection and sharing of electronic license data, and improve the efficiency of online electricity services. Power supply enterprises promote the digitization of power files, and realize onetime submission of power files, multiscenario sharing, and reuse within the validity period. Encourage qualified areas to explore and innovate the service mode of "full online office" with telegraph installation, so as to realize "not running once" from the application for installation to the installation of meters and electricity users. Improve the convenience of power connection. Support power supply enterprises to actively promote the construction of digital power grids, and realize intelligent positioning of power supply points, intelligent planning of power supply paths, and intelligent generation of power supply schemes. For the user's power receiving project, the power supply enterprise can explore the use of online means to provide completion inspection services. Improve electricity satisfaction. Power supply enterprises should comprehensively use digital technologies such as cloud computing, big data, and artificial intelligence to accelerate the construction of intelligent customer service capabilities, provide 24-hour online artificial intelligence response, and provide differentiated services according to different user types and electricity consumption characteristics.
三、Strengthenthewholeprocessmanagementandpromotethehighqualityofpowersupply
(五)Strengthen the planning and construction of distribution networks. Scientific planning of distribution network layout. Local energy (electric power) authorities organize the implementation of relevant requirements for the high-quality development of distribution networks, guide power supply enterprises to coordinate the planning of the main distribution network, appropriately advance the layout of power grid facilities, and improve the flexible belt transfer and self-healing ability of the distribution network. Differentiation improves local planning and design and disaster prevention standards, and promotes the improvement of disaster prevention and resilience. Optimize distribution network investment management. Power supply enterprises should reasonably arrange funds for the construction and transformation of distribution networks, tilt to rural areas, ethnic areas, old communities, urban villages and other areas with weak power supply, and accelerate the transformation and upgrading of distribution networks in combination with the development needs of distributed new energy, electric vehicle charging facilities, and clean heating, so as to effectively improve the power supply guarantee capacity and comprehensive carrying capacity of urban and rural distribution networks. Provincial-level power grid enterprises shall regularly submit the investment and transformation plan of the distribution network to the local energy (power) department and the dispatched agency of the National Energy Administration for the next year, explore the innovation of the investment and operation mode of the distribution network, and establish a market mechanism that adapts to the extensive participation of new entities. Effectively improve the quality of power supply. We will continue to improve the ability to analyze power quality problems in distribution lines and Taiwan areas and the level of comprehensive management, and further narrow the gap between urban and rural areas and regional power supply. Encourage qualified areas to explore and carry out power quality service demonstration construction, power supply enterprises and users can include high power quality services related content into the power supply contract。。。。。。。。 Strengthen power supply reliability management. Promote the construction of a power reliability management system based on real-time data, and strive to realize the gradual transition of reliability data from manual collection and entry to automatic collection and independent research and judgment. Continue to improve the quality of power supply reliability data, and carry out power supply reliability data quality verification on a regular basis. Support qualified areas to carry out low-voltage power supply reliability statistics on a pilot basis.
(六)Improvethequalityandefficiencyofdistributionnetworkmanagement. Strengthen the active operation and maintenance of the distribution network.Power supply enterprises deepen the construction of intelligent inspection system of distribution network,strengthen the application of live detection equipment,promote the unmanned aerial vehicle inspection mode,and improve the ability to investigate and manage hidden dangers of equipment.Improve the power outage monitoring,fault research and judgment and self-healing control strategy of the distribution network,and reduce the number of fault power outages,power outage time and impact range.Optimize distribution network maintenance schedules.Power supply enterprises coordinate the needs of power grid construction and transformation,equipment replacement and maintenance,and municipal engineering cooperation,comprehensively formulate equipment power outage maintenance plans,and implement "one stop for multiple purposes". Deepen the application of uninterrupted operation technology,further reduce the planned maintenance and power outage time,and gradually realize the "zero perception"of planned maintenance in key cities and key areas.Explore and promote the reward and punishment mechanism for power supply reliability.Encouragequalifiedcitiestoexploretheestablishmentofarewardandpunishmentmechanism for powersupplyreliabilitymanagement,clarifytherewardandpunishmentstandards,andreleasetheresultsofrewardsandpunishmentsforregionalpowersupplyreliabilitymanagementonanannual basis.
(七)Frequent power outages are normalized. Consolidate the effectiveness of frequent power outages. Power supply enterprises strictly follow the standards of "no more than 5 power outages within a year" and "no more than 3 power outages for 60 consecutive days" (except for power outages caused by force majeure such as bad weather and external damage) to carry out overall control, speed up the standardized management of "whole lines into pieces" of lines in problem stations, and realize the dynamic elimination of frequent power outages. Establish mechanisms for monitoring and testing the effectiveness of governance. Power supply enterprises take the initiative to disclose the frequent power outages and rectification of their lines and stations through business halls, portals and other channels, and accept the supervision of the masses. The dispatched agencies of the National Energy Administration have established a working mechanism for tracking and evaluation and closed-loop sales, and have adopted user visits and on-site inspections to test the effectiveness of frequent power outages.
四、Serve the low-carbon transformation and practice the greening of electricity consumption

Power supply enterprises shall carry out data collection and digital analysis of energy consumption of enterprise users in accordance with the relevant work arrangements of national energy conservation and carbon reduction。。。。。。。。 Power supply enterprises provide free public services such as power monitoring, energy efficiency diagnosis, and energy efficiency consulting, strengthen the application of big data technology, explore the use of artificial intelligence models in the power industry to carry out user energy consumption characteristics analysis, put forward energysaving suggestions, and promote the extension of power supply services to "power supply energy efficiency" services. Carry out electric energy substitution policy publicity and technical consultation, and serve the transformation of enterprises' production and operation to green and lowcarbon. Accelerate the cultivation of the integrated energy service market. Encourage power supply enterprises to carry out social energy information sharing in accordance with laws and regulations, promote more entities to actively participate in energy efficiency services, deepen the application of digital technologies such as "artificial intelligence", improve information accuracy and service convenience, and meet the highquality and diversified energy needs of users。。。。。。。。 The National Energy Administration and its dispatched agencies, and the provincial-level energy (power) authorities shall strengthen the supervision of power supply enterprises in providing user-side energy trusteeship, energysaving transformation and other services, and prevent power supply enterprises and their affiliates from monopolizing the market by taking advantage of industry advantages。。。。。。。。
五、Sharethefruitsofdevelopmentandpromoteinclusiveservices

Improve the ability of residents to guarantee power supply in areas with weak power supply. Promote the solution of outstanding problems in the electricity consumption of existing residential communities. In accordance with the principle of "in accordance with laws and regulations, actively and prudently", all localities should make full use of the "two new" funds and other relevant support policies, implement policies by category, orderly promote the standardized transformation of power supply and distribution facilities in areas with weak power supply services such as old communities and urban villages, and further improve the governance of electricity consumption problems in non-grid direct power supply communities. Improve the reliable power supply guarantee mechanism for new residential communities. All localities should supervise and urge the housing project development and construction units to strictly control the quality of the acceptance of the building electrical branch project when organizing the completion and acceptance, guide the power supply enterprises to speed up the construction of supporting power grid projects, ensure the access needs of residential power facilities, and jointly promote the synchronous acceptance and delivery of formal power facilities and the main housing project. For the power supply and distribution facilities of newly built residential areas that meet the national, industrial and local construction standards, if the property rights are voluntarily handed over, the power supply enterprise shall accept them.
(十一)Strengthen the guarantee of electricity services for urban and rural people's livelihood. Improve the electricity guarantee mechanism for people's livelihood. Power supply enterprises should carry out regular monitoring of the status of power supply facilities for people's livelihood, strengthen the state maintenance of power grid equipment and emergency repair guarantees in key areas such as peak summer and winter, and urban and rural densely populated areas, so as to ensure reliable power supply. Improve the health level of users' property rights and equipment. Power supply enterprises should assist in carrying out the investigation of hidden dangers of property rights and equipment of users in nongrid direct power supply communities, provide necessary technical services, and cooperate with government departments to actively promote users to eliminate hidden defects in equipment in a timely manner and make full use of their own emergency power supplies. Do a good job in emergency repair services for people's livelihood electricity security. When it comes to the use of electricity for people's livelihood, when it is difficult to guarantee the electricity for the production and living of the masses due to the lack of emergency repair force of the user and the lack of emergency repair subject, the power supply enterprise shall actively cooperate with the local government to provide emergency repair services and effectively protect the electricity demand of the people's livelihood.

Maintain a friendly and harmonious relationship between power supply and consumption. Promote government-enterprise grid linkage services. Adhere to and develop the "Fengqiao experience" in the new era, aggregate government and enterprise grid resources, and carry out joint services of "power account managers and government grid personnel" in government and enterprise linkage, unify urban and rural power supply service standards, standardize grid service processes, and basically form an urban and rural equalized power supply service system. Promote the accurate and direct delivery of power supply service information to end users. For matters such as the process of electricity service and the progress of power repair, power supply enterprises provide inquiry services based on the user's perspective to improve the service experience. Encourage areas with the capacity to apply big data technology and other methods to improve the basic information of end users of non-grid direct power supply, and promptly push to end users information on power supply services closely related to the production and life of the masses, such as fault repair and safe electricity use, through digital service channels such as convenient service application software (APP). Standardize the electricity bill settlement services of power supply enterprises。。。。。。。。 Power supply enterprises shall improve and improve the electricity fee management system, provide users with electricity fee settlement services in strict accordance with national regulations, and shall not require users to prepay electricity charges without the agreement of the power supply contract。。。。。。。。 When the power outage is carried out in arrears in accordance with laws and regulations, the power supply enterprise shall strictly follow the provisions to perform the procedures such as advance notification, and if it involves residential areas, it shall also report to the local energy (electricity) department in advance.
六、Strengthen multi-party linkage and promote regulatory coordination

The provincial-level energy (power) authorities will take the lead in organizing and carrying out the work of deepening and improving the service level of "access to electricity", promote the implementation of various key tasks, guide the grassroots energy (power) authorities to fulfill their territorial responsibilities, and specifically coordinate and solve the problems of the masses in running electricity and electricity. Strengthen the coordinated supervision of the central and local governments. The dispatched agencies of the National Energy Administration give full play to the role of the central regulatory authority, earnestly perform the regulatory duties in the field of electric power, supervise and guide the provincial energy (electric power) authorities to promote the implementation of tasks related to "access to electricity", and work with relevant local government departments to promote the solution of common problems and outstanding problems in the field of power supply services, and seriously investigate and deal with violations of laws and regulations. We will continue to improve the supervision mechanism and law enforcement system for power supply services, and gradually form a working system with clear rights and responsibilities and coordinated efforts of energy (power) authorities at all levels, so as to achieve full coverage of regulatory areas and law enforcement teams.

The National Energy Administration, its dispatched agencies, and local energy (power) authorities shall continue to strengthen the supervision of the handling of power supply service complaints by means of spot checks on the handling of complaints, and organize regular analysis reports of power supply enterprises, so as to sort out and study emerging and trending problems in a timely manner, and promote the effective resolution of common problems。。。。。。。。
七、Organizationalsafeguards
The National Development and Reform Commission and the National Energy Administration have strengthened top-level design and overall coordination, established and improved the work promotion mechanism, and coordinated the work of deepening and improving the service level of "access to electricity" across the country. The provincial-level energy (power) authorities should continue to play the role of the coordination mechanism for "access to electricity", strengthen the implementation of tasks in conjunction with relevant departments, continue to increase policy support, and guide the relevant competent departments of grassroots governments to work together. The dispatched agencies of the National Energy Administration shall strengthen supervision in accordance with their duties, discover problems in a timely manner and supervise rectification. All power supply enterprises should fulfill their main responsibilities, and include the work of creating a modern electricity business environment into the "number one" project to ensure that relevant tasks and measures are implemented. All units should sort out and summarize experience in a timely manner, continue to deepen reform and innovation, better serve the masses of enterprises to run electricity and electricity, and help promote Chinese-style modernization in an all-round way with a high-quality electricity business environment.
These Opinions shall take effect on July 1, 2025, and shall be valid for 5 years. The "Opinions of the National Development and Reform Commission and the National Energy Administration on Comprehensively Improving the Service Level of "Access to Electricity" and Continuously Optimizing the Business Environment for Electricity Use (Fagai Energy Gui [2020] No. 1479) shall be repealed at the same time.
